Michaela Kauer is the Director of the Brussels Office for the City of Vienna and a prominent European expert in urban policy, affordable housing, and public services. She is strongly committed to gender equality. With over three decades of public service, she has held several senior positions within the Vienna city administration, influencing policy in areas such as housing, urban renewal, women’s rights, health, and social affairs.

Since taking charge of Vienna’s Brussels Office, Michaela Kauer has played a crucial role in advancing the city’s European agenda. Her work emphasises strengthening the role of cities in EU policymaking, particularly concerning water, energy, waste, housing, mobility, and public investment. She represents Vienna on the Executive Committee of EUROCITIES and collaborates closely with the Committee of the Regions and the Council of European Municipalities and Regions.

Michaela Kauer served as co-coordinator of the EU Urban Partnership on Affordable Housing from 2015 to 2018 and continues to lead the implementation of its action plan. She is also a jury member for the European Responsible Housing Initiative Awards and is part of the steering group for the European Housing Forum. The latter is organised by Habitat for Humanity. She also represents Austria’s federal provinces in the Urban Agenda for the EU.

Academically trained in international public management, Michaela Kauer is a frequent lecturer and published author on urban, housing, and gender policy. Amongst the institutions she lectures at, she includes the University of Vienna and the University of Applied Sciences in Burgenland.
